Tender description
Dundee’s private sector tenemental housing stock comprises historic sandstone buildings and post-war flatted developments, forming a significant part of the city's residential infrastructure. These properties face challenges including aging structures, energy inefficiency, and non-compliance with modern safety standards. Through funding from the UK Government's Community Regeneration Partnership, Dundee City Council aims to develop a strategic overview of tenemental properties requiring investment in building fabric repairs and ongoing maintenance to ensure quality accommodation standards. Lot 1: The Council invites consultants with expertise in housing, surveying, and property repair to conduct a strategic assessment of tenemental properties within Dundee. This includes site inspections and desktop reviews, culminating in an initial report covering - City-wide count and classification of tenemental properties by type and location. - Analysis of tenure types, occupancy levels, and tenant turnover. - Overview of Registered Social Landlords' roles. - High-level assessment of building and living space conditions compared to other cities. - Evaluation of existing property factoring and feasibility of mandatory factoring.

About the buyer
Dundee City Council is the local authority for the City of Dundee, buying as a Scottish local authority with its own Corporate Procurement Team. Contracts are advertised through Public Contracts Scotland, the national tendering portal for the public sector in Scotland. National frameworks including Scottish Procurement and Scotland Excel cover much of its collaborative buying. A corporate procurement manager leads the team from Dundee House. Model contract terms for goods, services and consultancy work follow Scottish Government standards. A separate validation list gives smaller suppliers a route into lower-value works opportunities without a full tender.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Dundee City Council's contract awards have been in transport equipment, repair and maintenance and business services.
