Tender description

Merthyr Tydfil County Borough Council is acting as Lead Authority (Contracting Authority) on this collaborative procurement on behalf of the CLAIRE (Wales) group of Councils and is seeking tenders for the collection of textile and media materials from Household Waste Recycling Centres (HWRC), Bring sites and kerbside for reuse and recycling. The tender will seek to put in place a Framework Agreement where participating CLAIRE (Wales) members will be able to create and award individual Call-Off Contracts with successful tenderer(s) for the Services described in the Specification. This will be an income arrangement whereby the successful tenderer(s) will pay tonnage rates based on the indexes stated in the tender documents for materials collected. The material types and collection methods have been divided into 5 Lots and further details concerning Lotting can be found in the tender documents. There will be one tenderer awarded per Lot. The successful tenderer in each Lot will cater for all CLAIRE (Wales) members requirements. To draw the tenderers attention at the earliest opportunity, the incumbent contractor has indicated TUPE will apply. TUPE information will be provided to tenderers during the tender process.

About the buyer

Merthyr Tydfil County Borough Council is a local authority responsible for procurement across the county borough of Merthyr Tydfil in South Wales. Most contracts are advertised through Sell2Wales, the national procurement portal used across Welsh public bodies. Tendering runs through eTenderWales, the council's Bravo-based e-sourcing system for submitting bids. Prospective suppliers register on that system before they can bid for advertised work. A lower-value spend threshold gives smaller local suppliers a direct route into council contracts. More than 2,000 active suppliers already support council contracts, from stationery to major construction works.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Merthyr Tydfil County Borough Council's contract awards have been in transport services, construction work and health and social work.
