Tender description
Lab equipment. The Imedos Dynamic Analyser measures large retinal vessels before and during a standardised light stimulus. Lot 1: Edinburgh Imaging, located in the Queen’s Medical Research Institute would like to purchase the Imedos Dynamic Analyser (IDA) to measure flicker-induced retinal vessel reactivity in primary vessel segments of the human retina. This reflects neurovascular coupling and nitric-oxide dependent vasodilation. Impaired flicker-induced reactivity in the retina is associated with several systemic diseases, e.g., longitudinal mortality in renal disease, progressive risk of major cardiovascular events, and high-risk pregnancy. Similar measures of cerebral and retinal vessel reactivity (in response to CO2) are strongly associated with severity of cerebral small vessel disease, indicating potential for clinical translation as prognostic or surrogate markers, but are restricted to research labs. The IDA will enable the measurement of retinal vessel reactivity in human patients in a way that can be directly translated to hospital clinics. Therefore, this equipment will directly enhance the potential clinical impact of several ongoing and upcoming studies of microvascular disease in INCR. These include the Mild Stroke Study 3, and Lacunar Intervention Trial studies (LACI-3, LACI-Cog, etc.), but also studies of renal disease (OCTANE) and pregnancy (iTEST).

About the buyer
University of Edinburgh buys as a higher education institution, through its own Procurement function. Larger tenders are advertised on Public Contract Scotland, via the PCS-T e-tendering platform. Suppliers must register separately on both systems before bidding. Much of this procurement flows through framework agreements with APUC, Scotland Excel and the Crown Commercial Service. Prior information notices invite market engagement from suppliers ahead of larger tenders. The Strategic Procurement team leads regulated sourcing, while Operational Procurement manages day-to-day purchase orders. A Procurement Support team handles reporting, data analysis and training across the function.
Education procurement reached £47.4bn in 2024/25, the fourth-largest public sector budget.
Over the past 5 years, most of University of Edinburgh's contract awards have been in laboratory and precision equipment, medical equipment and pharmaceuticals and software and information systems.
