Tender description
The Project will involve construction of a 15,700m² indoor sports and leisure air dome on the Northland Road, Derry~Londonderry. It will be a first-of-its-scale facility for Northern Ireland. The Ulster University Dome will transform the old Foyle College site in the city into a shared sporting space equipped with full-size pitches suitable for soccer, Gaelic games and rugby as well as other sports, and community events. With an external perimeter and recreational trail, the dome will be connected to the Ulster University Derry~Londonderry campus and carparking facilities, becoming a hub for community events in the city. The €10.86m investment through PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB), will be match funded by Ulster University to deliver a significant enhancement to its student and community facilities in the Northwest.

About the buyer
Ulster University buys as a higher and further education body, running its own Procurement Office from Coleraine. There are no approved supplier lists, only live tenders and frameworks. Above-threshold tenders run through eTendersNI under the Procurement Act 2023. Statutory notices for those tenders appear on the Find a Tender service. Below-threshold tenders run through the University's own eSourcing NI portal. Suppliers register free on each portal. Construction work also appears separately on Constructionline. Framework agreements with NWUPC and SUPC cover much of its buying. The Crown Commercial Service and Northern Ireland's Central Procurement Directive add more routes.
Education procurement reached £47.4bn in 2024/25, the fourth-largest public sector budget.
Over the past 5 years, most of Ulster University's contract awards have been in IT services, business services and repair and maintenance.
