Tender description
CWC must take necessary steps to protect the public during outdoor events and festivals that it and other organisations hold in and around the City from vehicle conflict. These types of gatherings carry inherent risk to the public and hold a high risk of a vehicle being used as a weapon in a terror attack. Hostile Vehicle Mitigation (HVM) equipment is essential to ensure CWC are able to meet current provisions of safe events as well as the introduction of CWC's legal duty as a landowner under the Terrorism (Protection of Premises) Bill 2025. ## Contract award

About the buyer
Wolverhampton City Council is a local authority that runs its own corporate procurement function covering goods and services for the city. Tenders and contract opportunities are published through the ProContract portal, where free registration takes about ten minutes. A public contracts register lists every live agreement the council holds. Projects due for retender within the next three years appear in a rolling procurement pipeline. Many requirements are sourced through existing frameworks, where suppliers have already pre-competed, rather than run as fresh competitions. Registered suppliers are notified automatically when a new opportunity matches their expertise.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Wolverhampton City Council's contract awards have been in architectural and engineering services, construction work and health and social work.
