Tender description
Thank you for expressing an interest in participating in Wakefield Council’s market engagement exercise. We are currently exploring options for the future provision of mail services, and we are seeking input from suppliers to help us better understand market capabilities, refine our requirements, and inform our procurement strategy. To support this, we have prepared two separate questionnaires: Inbound Mail – Market Engagement Outbound Mail – Market Engagement. If your organisation is able to provide both services, we kindly ask that you complete both questionnaires. If you specialise in only one area, please complete the relevant questionnaire accordingly. Your responses will help us: Understand the range of service delivery models available. Explore pricing structures and indicative costs. Identify potential innovations and value-added options. Assess key risks, constraints, and delivery considerations. Please note that the contract value and term are currently undefined or subject to change; therefore, the estimated figures provided below should be treated as indicative only and not relied upon as final.

About the buyer
Wakefield Council is a local authority procuring goods, works and services for the district through its own commercial team. Contract opportunities are advertised through YORtender, the council's own procurement portal, free to join. Since February 2025, most procurements have run under the Procurement Act 2023, aimed at opening contracts to more suppliers. Suppliers register once on the central Find a Tender platform to bid for opportunities. Framework agreements and dynamic purchasing systems cover many of its call-off contracts, alongside direct quotations for lower-value work. A published commercial pipeline sets out anticipated procurement activity over the next 18 months.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Wakefield Council's contract awards have been in construction work, repair and maintenance and transport equipment.
