Tender description
Following the Simpler Recycling announcement in October 2023, the council is undertaking a review of its long-term waste disposal needs, as well as developing a new food waste service for implementation in line with statutory requirements from 1 April 2026. The purpose of this Preliminary Market Engagement (PME) is to seek input from potential suppliers within the market, to establish the type of solution and functionality that is available for a Food Waste Disposal service. The PME will provide an opportunity for Wolverhampton City Council (WCC) to obtain an insight into how potential suppliers might approach the delivery of this service and gain an understanding into the likely level of interest from the market. Keywords: Anaerobic Digestion, Waste Disposal, Food Waste

About the buyer
Wolverhampton City Council is a local authority that runs its own corporate procurement function covering goods and services for the city. Tenders and contract opportunities are published through the ProContract portal, where free registration takes about ten minutes. A public contracts register lists every live agreement the council holds. Projects due for retender within the next three years appear in a rolling procurement pipeline. Many requirements are sourced through existing frameworks, where suppliers have already pre-competed, rather than run as fresh competitions. Registered suppliers are notified automatically when a new opportunity matches their expertise.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Wolverhampton City Council's contract awards have been in architectural and engineering services, construction work and health and social work.
