Tender description

PLEASE NOTE THAT FURTHER DETAILS ARE AVAILABLE IN THE INVITATION TO TENDER - SEE ADDITIONAL DOCS SECTION MGS is looking to appoint a contractor for the evaluation of its Delivering Change Leadership Strand. Delivering Change is a collective effort between MGS and partnering museums, galleries, and community groups to restructure as organisations based on anti-oppressive principles. It has been developed by MGS and an Expert Advisory Group, who have lived and professional experience of barriers to participation in culture. The project is funded by The National Lottery Heritage Fund, Esmée Fairbairn Foundation, and the Scottish Government. The overall project is being evaluated by Ikake Rising but a separate standalone evaluation is required for the leadership element. The Leadership Strand will consist of a reciprocal mentorship programme, pairing someone with lived experience of systemic exclusion who is interested in entering leadership with a leader from the Delivering Change Museum Transformers programme. The Museum Transformers programme is currently underway and the 19 participants are undergoing an organisation-wide programme of anti-oppression learning, action planning and restructuring based on anti-oppressive principles. The mentorship programme will facilitate opportunities for discussion, understanding and experience sharing. Each mentor/mentee pair will also participate in an accredited leadership training programme. The successful contractor will work with MGS to deliver a comprehensive evaluation which captures incidental impacts and corresponds to the desired objectives of the Leadership Strand. About the buyer

The Scottish Government is a devolved central government department that buys through its Scottish Procurement and Property Directorate. Regulated procurements across the Scottish public sector are advertised on Public Contracts Scotland, the national portal set up in 2008. Bids are usually submitted through PCS-Tender, the national eTendering system it funds. The directorate also runs frameworks covering construction, corporate services, ICT, professional services, utilities and HR. Many of these frameworks are open to the wider Scottish public sector as well as central government. The Supplier Development Programme offers free tender training to SMEs and third sector organisations.

Procurement spend from central entities makes up 66% of overall UK public spend.

Over the past 5 years, most of the Scottish Government's contract awards have been in business services, IT services and research and development.
