Tender description
Further to the rollout of the Bus Franchising programme across Greater Manchester, TfGM are seeking to engage with suppliers in relation to the provision of driver welfare facilities across the Bee Network, for use by bus drivers and other frontline Bee Network staff. TfGM are seeking facilities which will be situated at suitable locations across the bus network and will be open 15 minutes prior to the first service passing and close no earlier than 15 minutes after the final service is scheduled to pass. It is envisaged that this requirement will cover the provision of between 15-20 facilities across Greater Manchester, though this is subject to change. Through this procurement process, TfGM is engaging with potential suppliers to participate in a preliminary market engagement exercise, to provide TfGM with an understanding of the current driver welfare facilities and infrastructure marketplace. To participate in this preliminary market engagement, please refer to the attached document, entitled 'TfGM Driver Welfare Facilities - Market Engagement RFI'. Any responses should be submitted (as an attachment) via the ProContract messaging facility by no later than 16:00hrs on Friday 29th August 2025. Keywords: welfare faciilities, toilet structures, sanitary facilities, temporary facilities, toilets

About the buyer
Transport for Greater Manchester is the local transport body behind the Bee Network, buying with its own team of CIPS-qualified procurement professionals. Tenders are advertised on ProContract, the organisation's own e-tendering portal. Larger opportunities are published as Pipeline Notices on Find a Tender, with older award notices held on Contracts Finder. Established frameworks, run either externally or in-house, cover much of what TfGM buys for ease and speed. Bus contracts follow a separate route, procured through the Bee Network's bus franchising model. Suppliers can reach the procurement team directly by email for guidance on bidding.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Transport for Greater Manchester's contract awards have been in business services, transport services and IT services.
