Tender description
North Somerset Council invites suppliers to express their interest in participating in a market engagement exercise regarding the provision of a Bathing Adaptations Framework. North Somerset Council supports elderly and disabled individuals to live safely and independently in their own homes through the delivery of Disabled Facilities Grants (DFGs). We currently operate a fixed-price, multi-supplier framework for bathing adaptations, with work allocated on a rotational basis. We are seeking to engage with the market to assess the level of supplier interest and to gather insights that may inform the upcoming tender process. Suppliers wishing to participate in this market engagement exercise should click the "Express an Interest" button, complete the attached Market Engagement Questionnaire, and return it via the messaging section of this portal by Monday, 1st September 2025, no later than 17:00hrs. Please note: Under the new Procurement Act 2023, the Government has introduced the Central Digital Platform (CDP). All suppliers must be registered on the CDP to participate in procurement opportunities. Further details are provided in the attached Proactis and Central Digital Platform Information Slides. About the buyer
North Somerset Council buys as a local authority serving Weston-super-Mare and the surrounding district, with its own tenders and procurement service. Higher-value opportunities are advertised on the regional Supplying the South West portal. Contracts meeting government thresholds also appear on the GOV.UK Find a Tender service. Service areas handle smaller opportunities directly and invite at least three organisations to quote. From April 2026, suppliers must register on the government's Central Digital Platform to bid under the Procurement Act 2023. The council's procurement strategy, covering 2026 to 2030, sets out its approach to social value and the local economy.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of North Somerset Council's contract awards have been in construction work, business services and architectural and engineering services.
