About the buyer

City and County of Swansea is a Welsh local authority, and buys through Sell2Wales, the Welsh public sector's central tendering portal. Suppliers submit electronic tenders online through eTenderWales. Larger contracts are also advertised on Find a Tender Service under the Procurement Act 2023. Suppliers must register on the Central Digital Platform to bid for contracts above a set threshold value. Major framework agreements are procured through the South West Wales regional collaborative arrangement. Carmarthenshire County Council leads that arrangement for the wider region, alongside Neath Port Talbot, Pembrokeshire and Ceredigion councils.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of City and County of Swansea's contract awards have been in construction work, transport equipment and business services.
