Lot 1: The University of Edinburgh has appointed a supplier to provide preventative and reactive maintenance services for Carrier water chillers. An agreement is required to ensure the chilled water systems located in various university premises remain in operation, as these are critical for the core business of the University. The chillers currently in operation are manufactured by Carrier, and their maintenance requires manufacturer-specific expertise, tools, and diagnostic software that are not accessible to third-party service providers. Only Carrier Solutions UK Ltd has the technical capability and legal right to fully service and maintain these systems in compliance with manufacturer specifications. In particular: - Only Carrier engineers are factory trained and authorised to work on these systems; - Proprietary software and diagnostic protocols required for effective servicing and fault resolution are not available to non-OEM providers; - Carrier holds exclusive access to genuine replacement parts and firmware updates. Maintenance by unauthorised third parties would invalidate existing warranties and may compromise system performance and compliance with relevant legislation, including F-Gas and health & safety requirements. About the buyer

University of Edinburgh buys as a higher education institution, through its own Procurement function. Larger tenders are advertised on Public Contract Scotland, via the PCS-T e-tendering platform. Suppliers must register separately on both systems before bidding. Much of this procurement flows through framework agreements with APUC, Scotland Excel and the Crown Commercial Service. Prior information notices invite market engagement from suppliers ahead of larger tenders. The Strategic Procurement team leads regulated sourcing, while Operational Procurement manages day-to-day purchase orders. A Procurement Support team handles reporting, data analysis and training across the function.

Education procurement reached £47.4bn in 2024/25, the fourth-largest public sector budget.

Over the past 5 years, most of University of Edinburgh's contract awards have been in laboratory and precision equipment, medical equipment and pharmaceuticals and software and information systems.
