Tender description

The provision of this service will involve one to one support from people with lived experience of HIV for those newly diagnosed through the hospital ED. The support will be person centred and therefore take a different form for every individual, but broadly, it will help people to feel empowered to understand and take ownership of their diagnosis, engage and remain in treatment and tackle stigma. National HIV treatment guidelines recommend a peer support model as the gold standard for those living with HIV. The service will be funded by national funding from the National Institute for Health Research (NIHR) and NHS England via the Integrated Care Board for Leicester, Leicestershire and Rutland. About the buyer

Leicester City Council buys as a local authority, advertising most opportunities through East Midlands Tenders, its regional supplier portal. Larger contracts appear on Find a Tender instead, where any supplier awarded a contract must also register from April 2026. Some contracts run through outside frameworks, including ESPO and the Government Commercial Agency. Suppliers apply to those bodies directly to become approved framework suppliers. A two-year procurement plan for 2026 to 2028 is published on the council's open data site. Supplier selection also weighs social value, such as local job creation and environmental impact, alongside price.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Leicester City Council's contract awards have been in transport services, construction work and software and information systems.
