Tender description
Personal Location Transmitters (PLTs), previously known as Personal Locator Beacons (PLBs), are a man overboard identification and location system which are carried on all Royal Navy submarines providing improved likelihood of survivor location following escape or abandonment in the event of a Distressed Submarine (DISSUB) scenario. The Submarine Delivery Agency (SDA) has a requirement to procure PLTs. Consequently, the Authority seeks to assess the commercial market’s capability to tender solutions that meet this future procurement need. This process will enable the Authority to plan activities effectively and may assist in shaping the future procurement strategy and defining the scope of the requirement. For further details, please refer to the attached Request for Information (RFI) which is included as part of this Opportunity Listing. The Authority welcomes responses to the questions outlined in Annex A. Organisations interested in providing information are invited to contact Martha Frankland at martha.frankland100@mod.gov.uk. The RFI closure date is 22nd August 2025 at 23:59. This RFI does not represent a contractual commitment of any kind at this time. Any work undergone as a result of this request is done so at your organisations risk.

About the buyer
The Ministry of Defence is a ministerial department that runs its acquisition and procurement activity through a dedicated commercial function, led by the Director Commercial. Defence Equipment & Support buys, supports and supplies equipment such as jets, warships and armoured vehicles for the armed forces. The Defence Infrastructure Organisation plans, builds and maintains the defence estate separately from equipment procurement. Suppliers can register on the Defence Sourcing Portal, the department's end-to-end eProcurement system for contract opportunities. Many purchasing agreements sit on the MOD Framework Library, its central list of framework routes to market.
Procurement spend from central entities makes up 66% of overall UK public spend.
Over the past 5 years, most of the Ministry of Defence's contract awards have been in IT services, architectural and engineering services and repair and maintenance.
