Tender description
This equipment is required to enhance the analytical capability of HSE and enable it to meet the requirements of both the Health and Safety Executive (HSE) and external customers. This system would be used for the analysis of very low levels of analytes in complex biological matrices. The analytes of interest are primarily aliphatic and aromatic amines, analysed in negative chemical ionization after heptafluorobutyric anhydride derivatisation. For compatibility with existing systems running the same method, we are seeking tenders for a secondhand Agilent GC-MS system. The system must be available from the supplier at the time of tender submission and must remain available until the tender process is complete. This is likely to be a period of up to six weeks. In exceptional circumstances, a higher specification/newer model would be accepted for the same price but substitution of lower specification or older models will render the winning bid invalid.

About the buyer
Health and Safety Executive regulates workplace health and safety standards across Great Britain as a central government agency. The Department for Work and Pensions sponsors it as a non-departmental public body. Regulatory oversight spans high-hazard sectors including construction, offshore oil and gas, waste management, agriculture and health and social care. Every contract opportunity is advertised on its e-tendering portal, In-Tend, where suppliers must register before bidding. Lower-value opportunities also appear on Contracts Finder, the cross-government platform. Each year a published commercial pipeline report sets out contracting opportunities for the coming year on GOV.UK.
Procurement spend from central entities makes up 66% of overall UK public spend.
Over the past 5 years, most of the Health and Safety Executive's contract awards have been in research and development, business services and software and information systems.
