Tender description

The Holiday Activities and Food (HAF) Programme in Kent focuses on children's physical health and wellbeing by providing healthy food and engaging activities for children and young people during the school holidays. Families of children aged four to 16 years who are in receipt of benefits-related Free School Meals (FSM) can access free opportunities during the Easter, summer and Christmas holiday periods. The programme is funded by the Department for Education (DfE) and delivered in accordance with grant conditions set out in the Memorandum of Understanding agreed with Kent County Council (KCC). This programme has been established to support families facing increased challenges during school holidays, including higher food and childcare costs and reduced household income. These pressures can make it more difficult for families to provide sufficient food and enrichment activities for children. The HAF programme provides a range of enriching activities, supports children and young people to remain active, and helps reduce the risk of social isolation during school holidays. Participating families are also supported to develop their understanding of nutrition and food budgeting through access to information, guidance and support. Lot 1: North As Above. Lot 2: East As above. Lot 3: South As above. Lot 4: West As above.

About the buyer

Kent County Council is the local authority for Kent, and advertises its tenders through the Kent Business Portal. Opportunities above a set value threshold appear there, and each listing carries a summary, key dates and the contract period. Suppliers register on the portal before expressing interest in an opportunity. The council follows a fully auditable process that complies with public procurement legislation. Unsuccessful bidders can request feedback on their submission once a decision is made. The Commercial Strategy for 2026 to 2028 aims to simplify procurement processes and engage Kent-based businesses, SMEs and VCSEs early.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Kent County Council's contract awards have been in construction work, health and social work and business services.
