Tender description
A competitive tender via RISQS, with 4 lots, for the Operation and Maintenance of Switches and Crossings Grinders (Lot 1), Mobile Maintenance Trains (Lot 3), NR’s Kirow Crane (Lot 4) and Hand Grinding Hand Grinding Services (Lot 2). The requirements also contain planned Capex overhaul activity for life extensions for lots 1,3 and 4 where they are outside of the normal maintenance window, to be called off separately from the Operate and Maintain activities when required, capturing efficiencies from the skills and experience of the maintainer. A list of NR owned spares and parts will be made available to bidders, which would be physically transferred to the winning bidder and be managed by them as part of the technical requirements. It is a requirement of the agreement that the Supplier holds a technical services contract with the OEM, but NR have contracts with the OEM’s for critical spares and parts, which are stored at the supplier’s facilities, but are NR property vested, assured and separated at the supplier. Other items such as consumables are included in the shift rate and managed by the suppliers. The contract is for 5 years from 1/4/26, with options to extend up to a further 3 years. The total tender value is £236.461m. Expressions of interest shall be made to garry.pyne@networkrail.co.uk where further information can be obtained.

About the buyer
Network Rail runs a safe, efficient railway, and buys as a central public body split between a national Route Services team and its regional routes. Suppliers must register on BravoNR, Network Rail's procurement portal, before bidding for work. Every prospective supplier also registers on Find a Tender, the Cabinet Office's digital platform. Safety-critical work needs audited status on RISQS, the rail industry's supplier qualification scheme, before Network Rail contracts directly. A contract register lists every national contract and framework, with a contact for each. Network Rail's latest spend reporting covers Control Period 7, the 2024-25 financial year.
Procurement spend from central entities makes up 66% of overall UK public spend.
Over the past 5 years, most of Network Rail's contract awards have been in IT services, architectural and engineering services and construction work.
