Tender description
Leicester City Council (LCC) invites tenders for the provision of Street Lighting Services on a non-exclusive basis. Suppliers will be required on an ad hoc basis to aid in completing statutory duties. The Framework will be divided up into two Lots according to the type of Services required: • Lot 1 – Dayworks • Lot 2 – Schedule of Rates Tenderers may choose to tender for one or both Lots depending on their offering. The authority anticipates awarding up to 5 suppliers per Lot under the Framework. Tenderers will be required to register on the Central Digital Platform (a Find a Tender service). To assist prospective Tenderers, Cabinet Office have published video guides with accompanying PDF user manuals which will help Tenderers understand and navigate the platform, including how to register, upload organisational information and search and bid for opportunities. About the buyer
Leicester City Council buys as a local authority, advertising most opportunities through East Midlands Tenders, its regional supplier portal. Larger contracts appear on Find a Tender instead, where any supplier awarded a contract must also register from April 2026. Some contracts run through outside frameworks, including ESPO and the Government Commercial Agency. Suppliers apply to those bodies directly to become approved framework suppliers. A two-year procurement plan for 2026 to 2028 is published on the council's open data site. Supplier selection also weighs social value, such as local job creation and environmental impact, alongside price.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Leicester City Council's contract awards have been in transport services, construction work and software and information systems.
