Tender description
NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of NHS England Midlands (The Commissioners) are awarding Contracts for the following Lots following a robust Competitive Process.

Lot 1 - School-Aged Immunisation Service (SAIS) in Leicester, Leicestershire and Rutland

Lot 3 - School-Aged Immunisation Service (SAIS) in Northamptonshire

The service commencement date for both Lots is 1st April 2026 for a period of 3 years with the option to extend for a further 2 years until 31 March 2031. Note this is a change to the originally advertised commencement date due to a representation being received. Lot 1: School Aged Immunisation Services are required to be delivered predominantly in a school setting and currently covers;

• Human Papillomavirus (HPV) vaccinations
• Diphtheria, Tetanus and Poliomyelitis (Td/IPV) booster
• Meningococcal ACWY (MenACWY) conjugate vaccine
• Measles, Mumps and Rubella (MMR) catch up vaccinations.
• School-aged children’s Seasonal Influenza vaccinations

In addition, the provider will deliver a catch-up service for children and young people with any of the above missing vaccinations. It is important to note that vaccination schedules can change and evolve in the light of emerging best practice and scientific evidence and as such additional services may be added during the lifetime of the contract to best deliver the needs of the overall service. The Provider is required to reflect these changes accordingly in a timely way with agreement from the Commissioner.

These vaccines form part of the national routine childhood vaccination programme, which aims to prevent school-aged children from developing vaccine preventable childhood diseases that are associated with significant mortality and morbidity. High uptake of vaccinations in this population also helps to protect the wider community through herd immunity.

The Commissioner expects the school-aged immunisation service to be delivered primarily in schools with additional arrangements in place to vaccinate those service users who are not in mainstream education and those with an unknown school. The SAIS Provider must offer the Service to 100% of eligible school-aged children and young people.

Inclusion of seasonal flu to secondary school year 7- year 11 and MMR vaccination which has been nationally mandated to the Flu Programme.

About the buyer
NHS England runs the NHS in England, and buys as a central healthcare organisation with its own team of procurement professionals. Every tender is advertised on Atamis, the NHS's single eCommercial system, and larger contracts appear on Find a Tender. Much of this procurement flows through framework agreements and the Crown Commercial Service. Clinical services are commissioned directly or through the Provider Selection Regime. Seven regional teams support the commissioning of healthcare services across the country. The central commercial function that develops procurement strategy for the whole NHS sits here.
UK health spending has nearly quadrupled to £241.8bn in 2024/25, £20bn up on the year before. £140.6bn of that went to procurement, the biggest sector of UK public spending and the fastest-growing.
Over the past 5 years, most of NHS England's contract awards have been in education and training, health and social work, and IT services.
