Tender description
This project forms part of our Energy Efficiency program of works, which looks to upgrade existing infrastructure and systems to new, more efficient technology, reducing energy output and overall carbon emissions as we work toward Net Zero by 2040. Lot 1: London Luton Airport is committed to achieving Net Zero emissions by 2040. As part of this strategy, we are continuously optimising the energy performance of our buildings, systems, and critical infrastructure. In 2025, we have identified the need to upgrade the remaining AHUs equipped with VSD-controlled fans rated at 10 kW or above. These will be replaced with high-efficiency EC type fans, which offer superior energy performance, reduced maintenance requirements, and enhanced controllability. Additionally, we will be upgrading the fan systems in our cooling towers to further improve operational efficiency and reduce overall energy consumption. About the buyer
Luton Council is a local authority, and a dedicated procurement team supports departments across the council to buy goods, services and works. All tenders are advertised and run through Procontract, the council's e-tendering portal. Suppliers register on Procontract and are automatically invited to tender for the council's contracting opportunities. Registration details must match Companies House records and describe services on offer. The council focuses on local supply chains and jobs and skills markets within its contracts, encouraging local sub-contractors, local recruitment and apprenticeships. Purchasing follows the council's standing orders and the Public Contract Regulations 2015.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Luton Council's contract awards have been in software and information systems, construction work and IT services.
