Tender description
Bristol City Council is commissioning supported accommodation for homeless single people and childless couples. This will be split into four supported accommodation pathways for homeless single adults: • Pathway 1: Men only; • Pathway 2: Mixed: men and women; • Pathway 3: Women only; • Pathway 4: Substance use (including specialist abstinent-based accommodation). NOTE: There is a separate award notice for Pathway 4, linked below. To be eligible, prospective contractors must: • Own accommodation AND be a Registered Provider of Social Housing; OR • Own accommodation AND be in the process of applying to become a Registered Provider of Social Housing; OR • Lease accommodation from a Registered Provider of Social Housing. Accommodation must be: • Furnished, one-bedroom units within self-contained properties, shared houses or blocks of accommodation. • Within the geographical boundary of Bristol (i.e. cannot be in neighbouring authorities); • Available from 28 October 2024 for a period of at least 3 years. An expression of interest was run to identify suitable providers which closed on 11/03/2024 (the link to this expression of interest is contained in this notice). To minimise the complexity of multiple providers delivering services, prospective contractors had to be able to supply a minimum of 50 units in total, or meet the minimum number of units specified within the Expression of Interest document. • The Contract(s) will be for 3 years with an option to extend for 2 x 1 years • The estimated annual value of this contract is £5,381,874 This process has been undertaken on a voluntary basis with the Services being exempt from Part 2 of the Public Contracts Regulations 2015 by virtue of Regulation 10(1)(a), but with a view to attracting as many Service Providers as possible.

About the buyer
Bristol City Council is a local authority that runs its own Procurement and Contract Management Service. Larger contracts are commissioned through ProContract, the council's Due North e-tendering portal, where suppliers register for alerts. High-value opportunities also appear on Find a Tender, and Contracts Finder carries lower-value contracts. Frameworks, dynamic purchasing systems and awarded contracts are listed on the council's e-procurement contracts register. A commercial pipeline gives a forward look at anticipated outsourcing over the next twelve months. Adult social care is commissioned by the Adult Care Commissioning team, largely through a single commissioning framework.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Bristol City Council's contract awards have been in health and social work, construction work and architectural and engineering services.
