Tender description

THIS IS A TENDER NOTIFICATION (TN) – THE TENDER DOCUMENTATION IS NOW AVAILABLE (until the Expression of interest period closes), SEE ALL OF THE BELOW DETAILS IN FULL FOR FURTHER DETAILS (e.g., click "Show more" to see the full Description and requirements/instructions that will enable access to the applicable documentation). And please refer to the UK4: Tender notice for any additional details - see 'https://www.find-tender.service.gov.uk/Notice/066819-2025' - the Closing date for submission of Tenders has been extended to 12:00 (12 noon) on 14 November 2025. Note: Any questions or clarifications MUST be received via the Messaging facility on this eProcurement Portal only (as also stated below). Also, if you are unable to complete an Expression of interest, this is likely to be due to this having already been registered e.g., via the previous PME notification (an individual contact/Workgroup cannot complete more than once). Please check your Activities area in this case instead (or otherwise contact Proactis Supplier Support for any other system related help). ESPO is inviting tender submissions for a framework agreement covering Half Hourly Electricity Meter Operator Services, data collection and data aggregation services. The framework has been tailored to help customers achieve compliance with the requirements of the upcoming Market-wide Half-Hourly Settlement (MHHS) and is anticipated to be a multi-supplier framework. Tenderers are required to confirm and evidence their compliance with key industry standards and memberships as a condition for their tender to be evaluated. Tenderers must be able to install meters and offer data collection/data aggregation (DC/DA) services throughout England. While not mandatory, it is preferable for suppliers to also offer coverage in Scotland and Wales. The framework agreement has the option to extend for up to a further 24 months (under normal circumstances this will be completed in full, or potentially in 12-month periods, and is subject to the performance of the framework). The total estimated value stated includes the option to extend the framework as noted above. Please ensure that you access the ITT Event / Activity (Activity summary screen) for the tender documents once an Expression of interest ('register interest’) has been completed. Note: for any questions relating to the operation of the Portal itself, ProContract, these should be submitted to Proactis, and the following links (URL's) can be used for this for supplier support and system technical queries: https://www.proactis.com/uk/support-login/ or via https://suppliersupport.proactisservicedesk.com/. OTHERWISE, ANY QUESTIONS RELATING TO THIS TENDER OR THE TENDER CONTENT SHOULD BE SUBMITTED TO ESPO by accessing the Messages section on the Activity dashboard screen once an Expression of interest has been registered. About the buyer

ESPO is a purchasing organisation owned and governed by six county and city councils across the East of England: Leicestershire, Lincolnshire, Cambridgeshire, Norfolk, Warwickshire and Peterborough. A joint committee set up under the Local Government Act oversees its work. Suppliers register on the Central Digital Platform to tender for places on ESPO's frameworks. Registration on East Mids Tenders, the regional e-tendering portal, is also required to bid. Competitions span more than 100 frameworks, from buildings, energy and food and catering to technology and professional services. Appointed suppliers then serve ESPO's public sector customers across the region without a further re-tender.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of ESPO's contract awards have been in IT services, communications equipment and business services.
