Tender description
Meath County Council invites tenders from suitably qualified companies for the supply of a Cyber Security e-learning solution that educates and evaluates staff on cyber security awareness and policies. The proposed Cyber Security e-learning solution must provide a full end-to-end managed service for the council’s 1000 staff members all of whom will require access to the Cyber Security e-learning platform. As part of the solution there must also be the ability to run phishing simulation attacks and the ability to record staff progress and user risk. Meath County Council run Cyber Security campaigns throughout the year for Cyber Security Awareness Month, Black Friday, Cyber Monday, etc. Part of the tendered solution should include information on materials that are offered for these events. At present policies and important announcements in Meath County Council (MCC) are distributed using our existing Security awareness portal, Email, paper copies, staff newsletter, MCC Connect App or on the Intranet. We require the ability to continue publishing policies through our Cyber Security awareness platform as well as the ability to track who has read them and accepted them. The solution should be available in a mobile app for outdoor staff. If an app is not available, we should be able to download training modules from the platform to distribute through our MCC Connect app.

About the buyer
Meath County Council is the local authority for County Meath. Procurement across the council is largely devolved to individual departments. A central Procurement Unit guides and supports those departments on compliance and value for money. The council uses Office of Government Procurement frameworks where they offer value for money. The council also sets up its own single-party and multi-party frameworks, mostly for consultancy and design teams.
Over the past 5 years, most of Meath County Council's contract awards have been in architectural and engineering services, construction work and business services.
