Tender description
Arbour Vale School is a special school in Slough for pupils aged 2 to 19 with a wide range of educational needs. With 370 pupils on roll, it is one of the largest special schools in the country and meets the needs of children and young people with moderate learning difficulties, severe learning difficulties with profound and multiple needs as well pupils with autism. The school is purpose built with specialist facilities including a dedicated nursery and post-16 base, soft-play area, hydrotherapy pool, multi-sensory room, a newly refurbished library, well-equipped IT suite, dedicated music room and large sports hall. As part of the planning process for increasing pupils at the site in 2024-25 it was agreed that additional car parking capacity was required. This ITT will deliver the extra car parking capacity by constructing a new car park and reconfiguring the existing car park. Arbour Vale School is an academy within a multi-academy trust (MAT) called Orchard Hill Academy and Trust (OHCAT) which primarily focuses on special needs education. Arbour Vale School forms part of Slough’s only PFI project, which includes 2 other schools. Arbour Vale School is one half of a ‘donut’ shaped building with Beechwood School occupying the other half of the building. Beechwood School is a secondary school and part of a different academy trust.

About the buyer
Slough Borough Council buys as a local authority, procuring through a central corporate function that serves every department. Current tenders and quotations are published on the SE Shared Services e-Sourcing Portal, where suppliers register for alerts. Staff search and select registered suppliers through that same portal before making a purchase. Every purchase follows the council's own code of practice. Government-appointed commissioners have overseen the council since 2021 and required an independent review of procurement and contract management. The council also prioritises small and medium enterprises, social enterprises and voluntary organisations among registered suppliers.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Slough Borough Council's contract awards have been in health and social work, transport equipment and construction work.
