Tender description

NHSE is appointing a Programme Delivery Partner (PDP) for the New Hospital Programme (NHP) to be the long-term partner to the programme.

The PDP will provide expertise in scheme design, programme and project management expertise to allow NHP to develop a more standardised approach to design and delivery, increase participation from suppliers in the health infrastructure market, and unlock efficiencies and accelerate delivery to allow NHSE to meet the Government’s commitment to deliver the biggest hospital building programme in a generation. NHP’s ambition is to transform operations across digital, clinical, and workforce workstreams, to identify requirements and translate these into national standards and policies, thereby improving benefits for patients and staff. The PDP interfaces with and supports transformation workstreams, for example supporting the transfer of learning from more advanced Trusts to later ones. The PDP will work with NHSE and NHS Trusts to ensure that the programmatic benefits are increasingly embedded in hospital design and delivery as these benefits are developed. About the buyer

The Department of Health and Social Care sets health and social care policy for England, and buys as a central healthcare organisation through contracts tiered by value. Suppliers register on Atamis, the department's e-tendering portal, to see live opportunities. Larger contracts also appear on Find a Tender once government thresholds are passed. Much of this procurement flows through framework agreements and the Crown Commercial Service. Every contract carries a 30-day payment term under the Procurement Act 2023.

UK health spending has nearly quadrupled to £241.8bn in 2024/25, £20bn up on the year before. £140.6bn of that went to procurement, the biggest sector of UK public spending and the fastest-growing.

Over the past 5 years, most of the Department of Health and Social Care's contract awards have been in business services, IT services and health and social work.
