Tender description
The purpose of this commission is to design and deliver a course to support local people and stakeholders to learn about the range of attributes (including heritage, Welsh language and culture and environmental attributes) that makes their community and area special in order for them to become ‘ambassadors’ that can provide a holistic tourism experience for visitors to the area. There should be an emphasis on the Welsh language and place names in order to promote appreciation of why these are an important aspect of the area’s identity. The premise is based on the ‘Cynefin a Chymuned’ course developed by Dolan and Cwmni Bro Ffestiniog. A report and recommendations prepared by Cwmni Bro Ffestiniog on how to adapt the course for a range of communities is available to the successful applicant. The objectives below are taken from that document. The course should be offered at different levels of intensity and with clear options for accreditation. We expect that between 10 and 15 courses should be made available to pilot in different areas within the Slate Landscape and a model should be developed that can be adopted and rolled-out to other areas.

About the buyer
Cyngor Gwynedd Council is the local authority for Gwynedd, buying through its own procurement team based in Caernarfon. Every tender is advertised on Sell2Wales, the Welsh Government's procurement portal for the whole public sector. Tendering documents move through eTenderWales, the council's electronic system for issuing and receiving bids. Framework agreements have replaced approved supplier lists for goods and services bought regularly. A dynamic purchasing system covers contracts for school transport operators. Larger opportunities carry extra requirements under national procurement rules. Business Wales offers suppliers separate guidance on preparing tender submissions.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Cyngor Gwynedd Council's contract awards have been in construction work, architectural and engineering services and construction materials.
