Tender description

As Genomics England has expanded the variety of datasets available in the National Genomic Research Library (NGRL), it faces challenges in ensuring researchers are able to understand and use the data on offer. To help define a 'core dataset' to inform prioritisation decisions, Genomics England needs to understand the minimum data needs of researchers. The supplier will provide user research services investigating the data needs of users of Genomics England's Research Environment. Lot 1: The Supplier will provide 22.5 Business Days' worth of user research services over the course of the contract to help inform the data strategy and roadmap of the Genomics England Research Tribe. The work will help the core data definition team (including the Define and Deliver Scientific Research (DDSR) service owner and the Data Infrastructure Squad product manager) understand the data needs of Users. This will include mapping their requirements for data and metadata, as well as identifying value and pain points in the current experience.

About the buyer

Genomics England is a government-owned healthcare body that delivers NHS genomic testing and research programmes. Its own commercial team runs procurement across the organisation, employing dedicated procurement managers. Contract opportunities appear on Find a Tender, including for the Genomics England Researcher Platform. Larger technology projects often route through the Crown Commercial Service's Digital Outcomes framework. Suppliers on these projects work directly with product and service delivery managers inside the organisation. Past contracts for data hosting and cloud infrastructure have gone to Crown Hosting, AWS and Azure.

UK health spending has nearly quadrupled to £241.8bn in 2024/25, £20bn up on the year before. £140.6bn of that went to procurement, the biggest sector of UK public spending and the fastest-growing.

Over the past 5 years, most of Genomics England's contract awards have been in software and information systems, IT services and business services.
