Tender description
The Council wishes to procure independent support, guidance and access to financial advice and training opportunities for Kinship Carers, which is arranged and provided for them according to their individual circumstances. Kinship care is when a child lives full-time or most of the time with a relative or friend who is not their parent, usually because their parents are not able to care for them. That relative or friend is called a 'Kinship Carer', and it is estimated that around half of Kinship Carers are grandparents, but many other relatives including older siblings, aunts, uncles, as well as family friends and neighbours can also be Kinship Carers. Kinship Care includes children who may be: - Living in an informal arrangement made by their parents; - 'looked after' by the local authority and placed with kinship foster carers; - on a Child Arrangements Order, Special Guardianship Order or Residency Order.

About the buyer
Walsall Metropolitan Borough Council governs the borough of Walsall in the West Midlands, and buys as a local authority with its own procurement team. Contract opportunities are advertised on Find a Tender, the UK government's central procurement platform introduced under the Procurement Act 2023. Suppliers register both an organisation profile and an administrator account there before submitting a bid. Buying decisions follow the council's Innovating our Success Commercial Strategy 2024-2029. Social value sits alongside price and quality in every award decision. A public contracts register lists every agreement the council has awarded.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Walsall Metropolitan Borough Council's contract awards have been in education and training, software and information systems and business services.
