Tender description
Historic England would like an agency to build a new home for our existing blog sites hosted on Word Press https://heritagecalling.com/ and https://thewreckoftheweek.com/, and migrate existing content into the Historic England corporate site https://historicengland.org.uk which is hosted on Umbraco. This requirement is to ensure that the Historic England blog meets WCAG 2.2 Level AA accessibility standards and reaches a wider audience by making it accessible to all. The new blog has been designed by the HE in-house design team. User testing has already been carried out on a wireframe prototype and adjustments to the design have been made based on that round of user testing. These wireframes and full designs are supplied as part of this document.

About the buyer
Historic England is the government's statutory adviser on the historic environment, and buys as a non-departmental public body sponsored by the Department for Culture, Media and Sport. Operational departments manage their own procurements, backed by a central Procurement Team that oversees compliance. All suppliers register on the organisation's tendering portal, In-Tend, where every requirement is advertised and tendered electronically. Larger requirements also appear on Contracts Finder, with the biggest contracts advertised via the Find a Tender service. Central framework arrangements set up by the Government Commercial Agency or individual departments cover much of this procurement.
Procurement spend from central entities makes up 66% of overall UK public spend.
Over the past 5 years, most of Historic England's contract awards have been in business services, IT services and research and development.
