Tender description

The aim of this procurement is to put in place a contract for service provision to support individuals who require short-term, intensive assistance in regaining their independence following a health setback, although it is not limited to this group exclusively. However, the service is primarily intended for individuals whom the trusted assessor deems likely to experience reablement benefits. The Commissioners aim to collaborate with providers to create a service that yields reablement outcomes, resulting in demonstrable and measurable enhancements in individuals' independence and well-being. This is a mini-competition under Lot 3 (Personal Care Services) of CP2374-2-23 Community Services Provider Directory. NOTE Only successful applications onto the Community Services Provider Directory will be considered for this opportunity and therefore will have their applications for this service; CP2507-24 Rapid Support reviewed. A Tender Launch Event will be held on the 17th of December via Teams 13:30 pm - 15:00 pm . To register your interest for this event , please email Olivia.S.Stevens@devon.gov.uk. There will be no response given to any clarifications made between the 20th December 2024 and 5th January 2025. Any clarification questions made during this time will be responded on or after 6th January 2025. The tender response time has been extended to reflect this period. This provision is being procured under Part 2, Chapter 3, Section 7 of the Public Contracts Regulations 2015 (PCR 2015) - Social and Other Specific Services (also known as 'the light touch regime') and this procurement does not follow, in particular, any of the defined procedures of the PCR 2015 (even if there are similarities) but does seek to adhere to the best practice procurement principles of Openness, Transparency, Fairness and Equity.

About the buyer

Devon County Council runs local government services across Devon, and buys as a local authority through procurement specialists based across its eight directorates. Every contract opportunity is advertised on the Supplying the South West Portal, shared with councils and organisations across the region. The council is also a member of the Devon and Cornwall Procurement Partnership, alongside district councils, colleges and NHS services in the region. Social care and health providers work with a separate Provider Engagement Network and Market Management Team. Prospective providers meet that team to discuss proposals before any contract is issued.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Devon County Council's contract awards have been in construction work, transport services and health and social work.
