Tender description
Warwickshire County Council has been selected as one of seven Local Authorities to participate in Wave 2 of the Families First for Children Pathfinder Programme. This is a national test and learn initiative following the publication of the government response (Stable Homes, Built on Love) to the independent review of children's social care by Josh McAllister. All local authorities are expected to implement the recommendations by 2027 and by becoming a pathfinder, Warwickshire County Council are going to be at the forefront of these once in a lifetime reforms. The Pathfinder Programme vision is to rebalance children's social care away from costly crisis intervention to more meaningful and effective early support.

About the buyer
Warwickshire County Council buys as a local authority covering Warwickshire, and suppliers register free on Warwickshire In-Tend to see live tender opportunities. Framework call-offs are administered through the same In-Tend system rather than advertised separately. Larger opportunities also appear on the Central Digital Platform's Find a Tender service. Many goods and services are bought through the Eastern Shires Purchasing Organisation, a regional buying consortium. Dynamic purchasing system projects run through the council's earlier CSW-Jets In-Tend site. Bids are scored on cost and quality, and the highest-scoring bidder normally wins the contract.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Warwickshire County Council's contract awards have been in software and information systems, health and social work and business services.
