Tender description
The Council wishes to procure a 'sponsorship specialist' to: - Review selected assets and sites that it owns and operates, along with selected events and festivals; - Advise on the potential suitability of each for external advertising and/or sponsorship opportunities; and then potentially; - Identify, approach, negotiate with and secure appropriate sponsor(s) and advertiser(s). Lot 1: The Council wishes to procure a 'sponsorship specialist' to: - Review selected assets and sites that it owns and operates, along with selected events and festivals; - Advise on the potential suitability of each for external advertising and/or sponsorship opportunities; and then potentially; - Identify, approach, negotiate with and secure appropriate sponsor(s) and advertiser(s). It is anticipated that there will be two phases to the above: - Phase 1: The 'sponsorship specialist' will review the selected assets and sites the Council owns and operates, along with the selected events and festivals. They will then advise on the potential suitability of each asset or site or festival/event for external advertising and/or sponsorship opportunities. - Phase 2: Depending on the outcome of Phase 1, the 'sponsorship specialist' may be required to identify, approach, negotiate with and secure appropriate sponsor(s) and advertiser(s).

About the buyer
Belfast City Council is the local authority for Belfast, and buys as a local government organisation with its own commercial and procurement service. Suppliers register on eSourcing NI, the Council's e-tendering platform, to view and bid for opportunities. Contracts above the relevant threshold are advertised on Find a Tender under the Procurement Act 2023. Lower-value work is published directly on eSourcing NI, searchable by ITT code, title or buyer organisation. Dynamic purchasing systems cover recurring needs such as food supply, employability and skills, and enterprise and business growth. The Central Transactions Unit handles supplier queries and invoicing across council contracts.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Belfast City Council's contract awards have been in business services, architectural and engineering services and recreation, culture and sport.
