Tender description
The Scottish Ministers invites tenders for the purchase of a continuous flow analyser for the analysis of dissolved Total Alkalinity (TA) and Dissolved Inorganic Carbon (DIC) in seawater samples for use in the Marine Laboratory and potentially in oceanographic cruises. Lot 1: The Scottish Ministers invites tenders for the purchase of a continuous flow analyser for the analysis of dissolved Total Alkalinity (TA) and Dissolved Inorganic Carbon (DIC) in seawater samples for use in the Marine Laboratory and potentially in oceanographic cruises. The continuous flow analysis system will be used by the Water Chemistry delivery area within the Science, Evidence, Data and Digital portfolio for the analysis of TA/DIC samples from the Marine Directorate (MD), part of the Scottish Government, groups and external customers for various purposes. The determination of TA and DIC allows to characterize the carbonate chemistry of the seawater. These data are routinely collected by MD environmental scientists to assess the levels of ocean acidification and its potential biological impacts in Scottish waters. This information is used to fulfil Scottish Government requirements for a number of statutory monitoring and report obligations about the status of the marine environment. They are also used by other MD colleagues and submitted to national/international databases. For these reasons the quality of these data is critical.

About the buyer
The Scottish Government is a devolved central government department that buys through its Scottish Procurement and Property Directorate. Regulated procurements across the Scottish public sector are advertised on Public Contracts Scotland, the national portal set up in 2008. Bids are usually submitted through PCS-Tender, the national eTendering system it funds. The directorate also runs frameworks covering construction, corporate services, ICT, professional services, utilities and HR. Many of these frameworks are open to the wider Scottish public sector as well as central government. The Supplier Development Programme offers free tender training to SMEs and third sector organisations.
Procurement spend from central entities makes up 66% of overall UK public spend.
Over the past 5 years, most of the Scottish Government's contract awards have been in business services, IT services and research and development.
