Tender description

We are seeking to purchase a range of Alternative Provision (AP) programmes. These should be delivered through interventions from potential suppliers which will assist referred pupils’ academic, social, and emotional development. Programmes should meet the needs of the learners and will be designed to deliver appropriate experiences, skills acquisition and the undertaking of relevant outcomes as co-determined with the referring school or agency. The programmes will vary where appropriate as AP delivers short term interventions which are supported by school for the remainder of the week, as AP cannot deliver all or substantially all of a pupil’s education. The AP will provide learning opportunities in the form of short-term interventions with mapped and clearly agreed opportunities for learning in collaboration with the school. Sheffield City Council has been running programmes of Alternative Provision for over fifteen years. These programmes are aimed at providing off-site provision for learners of all abilities, including those who are not actively engaged in education and those who are in danger of disengaging and becoming NEET (Not in Education, Employment or Training) post-16. Demand for the programme is entirely led by schools and the Local Authority for school age learners on whose behalf Access and Inclusion procure, contract manage and quality assure a diverse range of provisions from an approved network of suitably experienced and qualified providers across the city.

About the buyer

Sheffield City Council is a local authority for the city of Sheffield, and runs its own procurement function for contracts across the organisation. Tender opportunities are advertised on YORtender, the council's e-tendering portal shared with local authorities across the Yorkshire and Humber region. Contracts above threshold also appear on Find a Tender, with lower-value opportunities listed on Contracts Finder. Framework agreements let the council call off from appointed suppliers without a fresh advertisement. An evaluation panel scores each bid, and the highest-scoring supplier wins the contract. Contract details are then published in the Contract Register within YORtender.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Sheffield City Council's contract awards have been in business services, construction work and IT services.
