Tender description
The Council invites quotations for the provision of Advice and Guidance for Older People. After consultation with Adult Social Care (ASC) colleagues, it was identified that there are gaps in provision for support services such as benefits advice, financial advocacy and debt management. These services were recognised to make the most significant difference to improving people's lives. Local data also shows that residents over 55s are the main group of people who would require and benefit most from these services. This project will provide residents over 55s advice and casework support on welfare benefits which leads to income maximisation, and other support including financial advocacy and debt management. Exception can be made for vulnerable adults aged 18-55yrs on a case-by-case basis depending on the complexity their cases. Those who are ineligible for the service, will be signposted to access information and advice via other locally or nationally available resources. The advisers will work closely with the Croydon Adult Support team. There is also an expectation for this service to develop and maintain integration with other LBC and other local services and to be responsive to the changing needs and demand of the targeted population. Due to the nature of this service, the provider will be expected to be based in South West London. (See service specification for full details) The maximum length of the contract is 2 years commencing 01st October 2024.

About the buyer
London Borough of Croydon is a local authority procuring for the borough. Suppliers register on the council's e-procurement portal, In-Tend, to view current, forthcoming and awarded tenders. Every procurement follows the council's Tenders and Contract Regulations 2024, its internal rulebook for value-for-money contracts. Contracts above a set value threshold require suppliers to register on the government's Central Digital Platform with a verified identifier. A No PO No Pay policy requires a purchase order before any supplier begins work. Since July 2023 a statutory Improvement and Assurance Panel has held powers to direct council decisions where value for money falls short.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of London Borough of Croydon's contract awards have been in business services, IT services and health and social work.
