About the buyer

Pembrokeshire County Council buys as a local authority covering southwest Wales, with its own central procurement team based in Haverfordwest. Formal tenders above the higher advertising threshold appear on the Bravo e-tenderwales portal, with Sell2Wales alerts for suppliers. Lower-value opportunities instead go through Sell2Wales's Quick Quotes function. Category management groups spending into nine areas, including adult social care, construction, highways and corporate ICT. Awards are decided under a Most Advantageous Tender score, weighing overall quality against price. Framework agreements and dynamic markets support longer-term supplier relationships across those nine categories.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Pembrokeshire County Council's contract awards have been in construction work, software and information systems and business services.
