Tender description
South Lanarkshire Council have an ongoing requirement to assist with the delivery of Software Solution for Grounds, Street Cleansing & Waste Services. The software being purchased through the Scottish Government SVAR Framework is the Brightly Software ‘Confirm On Demand’ cloud solution, moving away from the current on-premise system. The new cloud system will allow all work to be done remotely via tablets. Lot 1: The Council require to order subscription licenses for 4 years, with a 1-year extension option and a further year thereafter, for 6 licenses to begin with, with the view to taking on more licenses in the future when required. The Resource has indicated that they anticipate taking on a further 40 mobile licenses over the duration of the contract. The 6 licenses will be used by the Play team to begin with on a trial basis. If the Resource is satisfied with the initial 6 licenses, then they will look to take on more, across more areas such as construction, care of gardens and streets crews. The migration to cloud-based technology will reduce the need to retain paper copies and templates which will overall reduce the Council’s carbon footprint. It will also create a more efficient and fully traceable means in dealing with customer enquiries with the allocating and the completion of works. It will reduce and save time for both management teams and crews as the use of technology will be instant and allow that exchange without the need to be checking and inspecting all works. It will also keep all of the necessary essential information for audit purposes and potential future claims/enquiries.

About the buyer
South Lanarkshire Council runs local government services from Hamilton as a local authority with its own procurement team. Every contract opportunity is advertised on Public Contracts Scotland, the national portal for Scottish public bodies. Lower-value work runs through PCS Quick Quote, while larger contracts move to PCS-Tender. Dynamic purchasing systems and procured services arrangements keep routes open for ongoing sourcing, particularly in social care. A two-year procurement plan sets out upcoming opportunities each year. The published contract register lists awarded contracts and framework agreements. No approved supplier list exists, so any business can bid.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of South Lanarkshire Council's contract awards have been in IT services, health and social work and education and training.
