Tender description
This piece of work will involve engaging with infrastructure providers (including national and regional gas, national and regional electricity, and regional water network operators) on coastal resilience. Your organisation will be responsible for convening, leading and facilitating multi-stakeholder meetings and eliciting and mediating between their requirements and those of the Resilient Coasts project. You will identify data sources, provide technical support and collect relevant information to inform a second phase of work - technical platform delivery. CPE (Coastal Partnership East) representative(s) will attend phase one meetings to build relationships and to provide technical coastal knowledge. This phase is vital to ensure infrastructure network operators are aware of the short- and long-term coastal risks and to ensure they are considering how they could improve their resilience to coastal change. This 1st phase is also vital as it will inform the requirements of the phase 2 platform. (Phase 2 - platform technical delivery, will be procured separately following the completion of this 1st phase).

About the buyer
East Suffolk Council is a local authority that runs procurement through a shared service covering four councils and its own trading company. Great Yarmouth Borough Council, South Norfolk Council and Broadland District Council all use the same procurement team. East Suffolk Services Limited, the council's own trading company, is covered by the same arrangement. Suppliers register on the In-Tend portal to view and respond to live tenders. Contracts are awarded on value for money rather than lowest price alone, under open and transparent procurement rules. The council pays 98% of its suppliers within 30 days.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of East Suffolk Council's contract awards have been in construction work, architectural and engineering services and business services.
