Tender description
The purpose of this Market Engagement (ME) exercise is to seek input from potential suppliers within the market to establish options and potential costs associated with the council’s need to procure suitable containers to collect residents food waste due to new legislation which comes into effect on 1st April 2026. This will provide an opportunity for Wolverhampton City Council (WCC) to obtain an insight into what products are available, how the distribution of containers can be made. And gain an understanding into the likely level of costs and interest from the market to allow us to plan and budget for this requirement. Potential suppliers will not be prejudiced by any response or failure to respond to the ME. Potential suppliers must also note that a response to this notice does not guarantee an invitation to participate in any future procurement that WCC may conduct. Any procurement exercise will be carried out strictly in accordance with the Public Contracts Regulations in place at the time. Keywords: Waste Caddies, Food Waste Containers, Food Caddie Liners

About the buyer
Wolverhampton City Council is a local authority that runs its own corporate procurement function covering goods and services for the city. Tenders and contract opportunities are published through the ProContract portal, where free registration takes about ten minutes. A public contracts register lists every live agreement the council holds. Projects due for retender within the next three years appear in a rolling procurement pipeline. Many requirements are sourced through existing frameworks, where suppliers have already pre-competed, rather than run as fresh competitions. Registered suppliers are notified automatically when a new opportunity matches their expertise.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Wolverhampton City Council's contract awards have been in architectural and engineering services, construction work and health and social work.
