Tender description

The Scottish Ministers acting through Marine Directorate wish to commission an independent evaluation of aquaculture consenting pilot sites in Highland and Shetland Council areas. The pilots will test a new management process for pre-application activities within the existing fish farm consenting process, with a view to exploring alignment and processes beyond pre-application in future, delivering a 2023/24 Programme for Government commitment.The successful contractor will evaluate the effectiveness of the proposed new pre-application process. The applicant, SEPA and the relevant local authority will be responsible for delivering the pilots. Pilot sites will be agreed between applicants, SEPA and the local authority and through discussion with the Scottish Government. It is intended that, initially, a small number of pilots in the Highland and Shetland areas will be conducted and documented.
