DCE is a method used to understand individuals' preferences by presenting them with alternative scenarios and asking them to choose their preferred option. The study aims to understand and quantify the public's perceptions of historic churches. The budget allocated for this tender is £50,000 (including VAT). The appointed organisation's responsibility is to conduct the survey as per the specified criteria. All subsequent responsibilities, including analysis, interpretation, and dissemination of the findings, will be undertaken by Historic England.

About the buyer

Historic England is the government's statutory adviser on the historic environment, and buys as a non-departmental public body sponsored by the Department for Culture, Media and Sport. Operational departments manage their own procurements, backed by a central Procurement Team that oversees compliance. All suppliers register on the organisation's tendering portal, In-Tend, where every requirement is advertised and tendered electronically. Larger requirements also appear on Contracts Finder, with the biggest contracts advertised via the Find a Tender service. Central framework arrangements set up by the Government Commercial Agency or individual departments cover much of this procurement.

Procurement spend from central entities makes up 66% of overall UK public spend.

Over the past 5 years, most of Historic England's contract awards have been in business services, IT services and research and development.
