Tender description
The Palace of Westminster, which includes Victoria Tower is an internationally important heritage asset acknowledged in its Grade I Listed designation, and inclusion in a UNESCO World Heritage Site along with Westminster Abbey and St Margaret's Church. Victoria Tower is 325 ft tall and is sited above Sovereign's Gate at the south-west end of the Palace site. The Tower was originally designed as a royal entrance and a repository for the records of Parliament and is currently home to the Parliamentary Archives although these are in the process of being moved elsewhere. Significant repairs were last undertaken to Victoria Tower in the early 1990s. The building fabric has deteriorated in the intervening period, and it is now necessary to undertake repairs to the external envelope of Victoria Tower via a full-height scaffold. Parliament is exercising their duty of care to prevent future deterioration of the building fabric as custodians of this Grade I Listed asset and to maintain a safe and secure environment in and around the Palace of Westminster. This notice relates to the Contracting Authority's intention to appoint a contractor under NEC4 Option B contract (with secondary clauses and amendments), to deliver temporary works, and subsequent conservation and repair work, to the Victoria Tower. See attachment for more information.

About the buyer
House of Commons is the elected chamber of the UK Parliament, procuring through the Parliamentary Commercial Department, a shared service for both Houses. Suppliers log into the Atamis portal to see openly advertised tenders. Larger contracts also appear on the Central Digital Platform through the Find a Tender Service. Smaller or less open competitions run through framework agreements, some set up by the department and some by bodies such as the Crown Commercial Service. Upcoming larger procurements are flagged through individual pipeline notices. Purchase orders carry UK Parliament's own standard terms unless different terms have been agreed.
£434bn was the total UK public sector procurement spend in FY 2025/26.
Over the past 5 years, most of House of Commons's contract awards have been in business services, IT services and architectural and engineering services.
