Tender description

Dublin City Council seeks to establish a Multi Party Framework Agreement with two Economic Operators for the provision of Leaflet Distribution Services. The Framework will be for a maximum period of 4 years. The Contracting Authority confirms that the period of any contracts awarded under the framework agreement may extend beyond the date of expiry of the agreement. Typical project duration can vary from requiring two to three days effort to two weeks depending on the number of leaflets to be distributed. The Active Travel Network Programme Office is working on individual schemes that overtime will make up the entirety of the Active Travel Network. Most of those schemes require public consultation and a very important part of those consultations are the creation and delivery of information leaflets, typically a four-page leaflet (double sided - A5 size) for residents and businesses. The service provided by the chosen distribution companies will involve: • Identifying accurate number and breakdown of premises (houses, apartments and commercial) from a phase map provided by the Active Travel team, providing a return map with the premises dotted for distribution. • Providing a quote for delivery to all these premises. This quote is needed to provide a purchase order number to place on the final invoice. • Providing a breakdown of cost per stamp and envelopes if delivering to apartments. • Starting delivery on the exact date requested. • Providing an estimated timeline for delivery. • Providing a GPS tracking on distribution. • Providing a distribution report once distribution is complete. Being able to distribute to both small and large areas efficiently. . Please note that this project is subject to funding. About the buyer

Dublin City Council buys as a local authority, with a Central Procurement Unit coordinating purchasing across departments. Smaller quotations are handled directly by departments, with formal tendering required above a set threshold. The council prioritises procurement arrangements agreed nationally through the Office of Government Procurement, then sectoral and regional frameworks. A Head of Finance order sets the approval limits for authorising a purchase.

Over the past 5 years, most of Dublin City Council's contract awards have been in construction work, architectural and engineering services and electrical equipment and lighting.
