About the buyer
Scottish Prison Service is a non-departmental public body running Scotland's prisons, with its own dedicated procurement team. Tenders are advertised on Public Contracts Scotland, the national tender portal for public bodies in Scotland. Estates and technical services work runs through dedicated framework agreements for construction projects. An SPS Contracts Committee also oversees its largest supplier contracts using balanced scorecards. A five-year procurement strategy aligns with the Public Procurement Strategy for Scotland. SPS scored an advanced rating in a national procurement review. Prisoner escort and court custody services are commissioned as separate justice partner contracts.
Procurement spend from central entities makes up 66% of overall UK public spend.
Over the past 5 years, most of Scottish Prison Service's contract awards have been in construction work, IT services and repair and maintenance.
