About the buyer
Gloucestershire County Council is the county's local authority and buys goods, services and works under its own Contract Procedure Rules and the Procurement Act 2023. SAP Ariba replaced ProContract as the council's online portal for quotation and tender opportunities. Suppliers register free on the SAP Business Network to receive invitations and submit responses electronically. Higher-value open tenders are published on Find a Tender, with each notice linking back to SAP Ariba Discovery. Lower-value quotations go to selected suppliers invited directly through the portal. Frameworks are used where the rules permit, including national, collaborative and locally established agreements.
UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).
Over the past 5 years, most of Gloucestershire County Council's contract awards have been in transport services, health and social work and IT services.
