Tender description
Historic England is the government's expert advisory service for England's historic environment. We give constructive advice on the historic environment to local authorities, owners and the public. We champion historic places helping people to understand, value and care for them, now and for the future. Each year, Historic England produces and publishes Heritage Counts, which gives a narrated overview of the most recent articles, reports and data published on the contribution of heritage to the economy, society and the environment. Heritage Counts is produced on behalf of the Historic Environment Forum (HEF). The HEF is the top level cross-sectoral committee, bringing together chief executives and policy officers from public and non-government heritage bodies to co-ordinate initiatives such as Heritage Counts, and to strengthen advocacy work and communications. Heritage Counts aims to provide the evidence and data required to advocate for heritage, make decisions and influence policy about the historic environment. Heritage and the Economy, published as part of Heritage Counts, focuses on the economic perspective of heritage, arguing on the influence of the historic environment on sustainable and inclusive economic growth.

About the buyer
Historic England is the government's statutory adviser on the historic environment, and buys as a non-departmental public body sponsored by the Department for Culture, Media and Sport. Operational departments manage their own procurements, backed by a central Procurement Team that oversees compliance. All suppliers register on the organisation's tendering portal, In-Tend, where every requirement is advertised and tendered electronically. Larger requirements also appear on Contracts Finder, with the biggest contracts advertised via the Find a Tender service. Central framework arrangements set up by the Government Commercial Agency or individual departments cover much of this procurement.
Procurement spend from central entities makes up 66% of overall UK public spend.
Over the past 5 years, most of Historic England's contract awards have been in business services, IT services and research and development.
