Tender description

The Authority is seeking to procure the Genetic Improvement Networks (GINs) Platform, which will undertake research and development (R&D) to enable the genetic improvement of major UK crops. The overarching focus of this Platform is the delivery of agri-environmental public goods. The GINs will enable the development of new information and resources for the sector, including novel pre-breeding material containing characteristics such as improved tolerance to existing and emerging priority pests and diseases, increased nitrogen-use efficiencies and greater resilience to the pressures which come with climate change. Strong knowledge exchange processes and stakeholder networks will ensure that information and resources are disseminated to research end-users (including crop breeders, wider industry and farmers). Furthermore, strong linkages with breeding companies will ensure that beneficial genetic traits identified in the GINs make their way into elite commercial lines. It is envisaged that the research will be centred around 5 key crop groups and therefore the procurement project will be split into 5 lots: Lot 1: Oil Seed Rape Lot 2: Pulse Crops Lot 3: Soft Fruit Lot 4: Vegetables Lot 5: Wheat Suppliers may bid for up to two lots. About the buyer

The Department for Environment, Food & Rural Affairs (DEFRA) is a ministerial department that also buys through agencies such as the Environment Agency, the Rural Payments Agency and the Animal and Plant Health Agency. Suppliers register on the DEFRA eCommercial website, Atamis, to compete for contract opportunities across the department. Larger opportunities are advertised through the Find a Tender service under the Procurement Act 2023, in force since February 2025. DEFRA also procures goods and services through the Crown Commercial Service. Existing contracts and frameworks set up under the previous procurement regulations remain valid until they expire.

Procurement spend from central entities makes up 66% of overall UK public spend.

Over the past 5 years, most of DEFRA's contract awards have been in research and development, construction work and business services.
