Tender description

Northamptonshire Children's Trust (NCT) is seeking a partner to develop (including the project management of any refurbishment and adaptation) and then manage on their behalf this home for children with complex needs. Northamptonshire Children's Trust (NCT) is an independent, not-for-profit company established in November 2020 to deliver the best possible opportunities for the children in Northamptonshire. Our responsibility is to deliver children's social care and targeted early help services on behalf of West Northamptonshire Council (WNC) and North Northamptonshire Council (NNC); replacing Northamptonshire County Council from 1 April 2021. Part of NCT's role is to support the WNC and NNC Sufficiency Duty to take steps that secure, so far as reasonably practicable, sufficient accommodation within the authority's area which meets the needs of children that the local authority are looking after, and whose circumstances are such that it would be consistent with their welfare for them to be provided with accommodation that is in the local authority's area. This is subject to funding and completion. Additional information: Expression of Interest previously published.

About the buyer

North Northamptonshire Council is a unitary local authority that runs procurement through its own dedicated in-house team. Larger contracts are advertised publicly through the government's Find a Tender service once they pass a set value threshold. Suppliers register and submit their bids electronically through the council's e-procurement portal, ProContract. Smaller purchases are sourced through written quotations, with a clear preference for suppliers based locally. Mid-value contracts move through a more formal request-for-quotation process ahead of any public advertising. A public contracts register lists every active agreement the council currently holds with its suppliers.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of North Northamptonshire Council's contract awards have been in construction work, business services and health and social work.
