Developing a national resolution policy and framework for improvement management

The development of a standard set of simplified national people policies by 2025 is a key action within the Future of NHS HR and OD report (FHROD). Currently, each NHS organisation creates its own policies and framework for resolution, which can lead to considerable management capacity being allocated to policy development and variation in the approach taken to resolution of workplace conflicts. A simplified and standardised approach to workplace resolution is intended to embed a just culture approach within the NHS, incorporating in one framework disciplinary, capability, grievance, and bullying/harassment policies. The national resolution policy and framework for the NHS will help NHS organisations to: a) realign behaviours, build relationships, and create long-term solutions to workplace conflicts and complaints. b) disseminate the people-centred and values-based cultural benefits from the resolution policy and framework across the NHS. c) reduce the stress, the cost and the distress that is commonly caused by formal grievance procedures. To achieve these aims it is planned to engage external specialist experts, with experience of NHS, public and private sector workplace resolution, to support the development of a national NHS resolution policy. The external specialist will have credibility with key stakeholders as provider of leading-edge advice and expertise in workplace conflict. Key deliverables for this programme are: a) National NHS Resolution Policy and Framework – developed with key stakeholders, supported by external specialist who will provide expertise to scope, design, implement, test, revise and evaluate the framework. b) Key communications tools, including an explainer video c) Provide high level input to the Futures team to advise on how they should plan the evaluation and review the impact of the Resolution Framework. This will take place at an advisory meeting held after completion of the policy framework
