Tender description

The contracts will provide statutory services. Healthwatch England is the national consumer champion in health and care. They have significant statutory powers to ensure the voice of the consumer is strengthened and heard by those who commission, deliver and regulate health and care services.\r The Health and Social Care Act 2012 introduced a statutory duty for Local Authorities to make arrangements for a local Healthwatch to be the Health and social care consumer champion, this replaced the Local Involvement Networks (LINk's)\r The main service requirement is to provide a local Healthwatch service in line with all the relevant legislation. There is also a strong argument to strengthen the role of Healthwatch to provide the information and advice about NHS and social care services to ensure best value for money.\r There will also be a requirement to update and manage the data on the Live Well Liverpool data base and the specific directories that data subsequently feeds.

About the buyer

Liverpool City Council procures as a local authority for the city of Liverpool, with its approach set out in a published Sustainable Procurement Strategy. Most tender opportunities are advertised on the Proactis ProContract portal, where suppliers register to bid. Higher-value contracts also appear on the Central Digital Platform's Find a Tender service under the Procurement Act 2023. Frameworks and approved procurement routes run through separate platforms alongside the main portal. Lower-value purchases are usually handled through a direct quotation rather than a full tender. Some health and social care commissioning instead follows the Provider Selection Regime.

UK local government drives £140bn in annual procurement, led by social protection (£66.6bn) and education (£57.1bn).

Over the past 5 years, most of Liverpool City Council's contract awards have been in construction work, architectural and engineering services and software and information systems.
